Spent nearly 2 days trying to fix this problem with many uninstall/re installs and trawling around the net for a solution but no joy. If anyone else is looking for the setting it's in the Security category. I'm currently trying to find a work around that will allow me to keep the setting enabled. I would suggest trying to close the toolbars one at a time and shutting down IE after each shut-down so you can isolate it to a specific toolbar.
